CNOOC Limited names Huang Yongzhang as new Chief Executive Officer

CNOOC Limited has announced the appointment of Mr. Huang Yongzhang to several key leadership positions within the company. He will serve as Vice Chairman, Executive Director, Chief Executive Officer, President, and a member of the Strategy and Sustainability Committee.

Mr. Huang, born in 1966, is a professor-level senior engineer and holds a Doctor of Science degree. He brings extensive experience from the oil and gas industry, having previously held senior roles including Vice President of CNPC International (Nile) Ltd., as well as Vice President and Chief Safety Officer at China Oil Exploration and Development Corporation.

He also served as Executive Vice President and later President of CNPC Middle East Corporation, and was a Director of the CNPC Middle East Regional Coordination Committee. Between April 2020 and September 2025, Mr. Huang was Vice President of China National Petroleum Corporation, where he also held the role of Chief Safety Officer.

In addition, he served as a Director of PetroChina Company Limited from September 2020 to September 2025, and concurrently as its President from March 2021. Since September 2025, he has been serving as Director and General Manager of China National Offshore Oil Corporation.
